Uttarpara originated in 1704 almost simultaneously when Kolkata came to the surface in 1690. and since then both Kolkata and Uttarpara started moving creepily into the urban world and with the coming up of Uttarpara Municipality in 1853, urban developmental programme were being launched to cater to the needs of the citizens. Meanwhile, rural areas started getting urbanized to have the facilities of urban life. An instance with us is the merging of the Makhla and Bhadrakali Panchayat areas with Uttarpara Municipality. Urbanization also brings in its trail proliferation. Kotrung - a neighboring Municipality got added to Uttarpara. Thus the original Uttarpara Municipality got proliferated with additions of Kotrung Municipality and Makhla Bhadrakali Panchayat areas. This sort of proliferation and urbanization is not peculiar to Uttarpara-Kotrung Municipality alone; this is a trend seen the world over. In the next couple of decades, 40% of the population of India will be living in the cities against the present figure of 27.8%. Consequently, the number of first class cities will go up. This increase is all the more spectacular in this State. During 1971-1991, the number of first class cities in this State increased five fold compared to the National average of two fold; as such, it may not be irrelevant to say that this city holds out prospects of being one of the first class cities in India. All this is due to the emerging trend of Urbanization visible here and elsewhere in the world for urbanization brings in its trail some facilities which panchayats cannot offer. The city thus holds out prospects of being a first class city since many of its resources still remain untapped and neighboring Panchayats clamour for inclusion into this Municipality.
Even though the Zamindars of the day since 1704 and the Uttarpara Municipality from 1853 initiated programmes of development for the improvement of the quality of the life of the citizens ,more and more massive developments projects are the CRY of the day as the space of urbanization speeds up. We have thus miles to go so that the citizens of this municipality can have better quality of life . As such we have taken up programs for augmentation of water supply, sewerage, sanitation etc. for the physical infrastructure development and psychic development of the citizens at large
